Additional Information on CARES Funding

HFS received an allotment from the U.S. Department of Health and Human Services (HHS) to distribute funds to Medicaid providers. To be clear, dental providers could have previously received funding from the federal HHS Provider Relief Program and still qualify for funding through the State’s CARES Pandemic Related Stability Payments Program through HFS.

As explained in previous notices, HFS payments must be used to cover health care expenses related to the COVID-19 pandemic and expenditures made despite losses of revenue due to the COVID-19 pandemic. Lost revenue may be used as a factor in determining the amount of CARES payment, but the funds may only be used on specific CARES qualifying expenditures between the period of March 1 and December 30, 2020.

Given that expenditures must be estimated through December 30, 2020, and the deadline to apply is this Friday, those applying can generously estimate figures, knowing that any unspent funds must be returned to HFS. Actual costs must be incurred prior to December 31, 2020, to avoid returning funds. Expenditures for items such as personal protective equipment (PPE) simply need to be made prior to December 31; PPE does not have to be actually consumed in 2020 to avoid returning funds.

Only Medicaid healthcare providers operating in the State of Illinois have the opportunity to apply for assistance, but not all will be eligible for funding. CARES payments will be distributed based on a schedule and framework to be established by the Department with recognition of the pandemic related acuity of the situation for each provider. Discussions with HFS indicate that funding will be approved quickly for those who are eligible.
