Access to Care

The Illinois Department of Healthcare and Family Services (HFS) is responsible for providing healthcare coverage for adults and children who qualify for Medicaid. HFS was formerly the Illinois Department of Public Aid.

Medicaid is a joint program, funded primarily by the federal government and run at the state level, to provide comprehensive health-care coverage to 3.3 million low income Illinoisans. The program covers children, parents/relatives caring for children, pregnant women, veterans, seniors, eligible individuals and persons with disabilities.

Illinois Medicaid includes dental benefits for adults and children. DentaQuest of Illinois has been the dental administrator for the HFS fee for service dental program since 1999. Dentists interested in providing care to this population are required to enroll in Illinois Medicaid Program Advanced Cloud Technology (IMPACT) prior to submitting claims in order to receive reimbursement. By the end of 2018, 80% of the Illinois Medicaid population will be enrolled into a managed care organization (MCO). Each MCO contracts with a different dental administrator to handle dental claims.
