Dave Marsh has served as the Director of Government Relations for ISDS since 1990. Prior to working for ISDS, Dave was the legislative liaison under former Illinois Governor Jim Thompson for his Economic Development Agenda. Prior to this, Mr. Marsh was on the Staff of the Illinois State Senate. He holds a Masters of Legal Arts Degree from the U of I.

Larry W. Osborne, DMD, was born and raised in Decatur, IL where he currently practices general dentistry. He graduated summa cum laude from Millikin University and is a graduate of the SIU School of Dental Medicine. Dr. Osborne is a past president of the ISDS, past president of the ADPAC Board of Directors, and chair the ISDS Governmental Affairs Committee.

Carol Gomez Summerhays, D.D.S.
ADA President

Dr. Carol Gomez Summerhays, a San Diego-based general dentist, was installed as President of the American Dental Association in November 2015.

Dr. Summerhays graduated from the University of San Francisco with a B.S. in Biology and earned her Doctor of Dental Surgery degree from the Ostrow School of Dentistry at the University of Southern California in 1978. She attended dental school on a full scholarship through the Armed Forces Health Professions program.

Dr. Summerhays served four years on active duty in the Navy Dental Corps and 11 years of inactive duty rising to the rank of Lieutenant. She started full time private practice in 1982.

Some of her past positions include past president of the California Dental Association, Board member of The Dentists Insurance Company as well as the CDA Foundation. She has held positions with the Academy of General Dentistry and was a Board member for 10 years at the Pankey Institute.

Dr. Summerhays served as the Thirteenth District trustee of the American Dental Association. ADA committee appointments include Compensation, Governance, Pension, and the FDI delegation. ADA trustee liaison appointments include the New Dentist Committee, the Council on Government Affairs, and the Council on Members Insurance and Retirement Programs. Dr. Summerhays served as an atlarge member of the Strategic Planning Committee for four years with an additional two years as trustee, and as a national advisor to the ADA Institute for Diversity.

She is a fellow of the American College of Dentistry, the International College of Dentistry, the Academy of Dentistry International, the Academy of General Dentistry, and the Pierre Fauchard Academy. Additionally, she earned a Master in the Academy of General Dentistry and the AGD LLSR Lifelong Learning and Service Recognition Award.

Quinn Dufurrena, DDS, JD
Executive Director, Association of Dental Support Organizations

Quinn Dufurrena, DDS, JD, Executive Director for the Association of Dental Support Organizations (ADSO). Dr. Dufurrena, trained as a dentist and as an attorney has over 30 years’ experience in healthcare delivery and healthcare policy analysis. He has served as the Executive Director for the Idaho State Dental Association and the Colorado Dental Association.

His diverse background ranges from practicing as a U.S. Navy dentist, the American Dental Association’s Hillenbrand Fellow, Associate Professor, at two different dental schools, to 25 years’ experience creating, transitioning, & selling highly successful dental practices.

He has published numerous articles and a book titled Transforming the Cottage Industry: The Rise of Dental Support Organizations. Dr. Dufurrena has been a member of the American Dental Association for over 30 years. He is also a member of the Academy of General Dentistry, Pierre Fauchard Academy, International College of Dentistry, and American College of Legal Medicine.

Randy Malan
Illinois Prescription Monitoring Program

Randy Malan, Illinois Prescription Monitoring Program, Clinical Director, is responsible for the clinical and administrative oversight over the Electronic Prescription Monitoring Program in compliance with 720 ILCS 570. This includes evaluation of individuals who have been identified as meeting the 3-3-1 criteria and the authorization of unsolicited letters to their prescribers. Additionally, Mr. Malan is responsible for being the lead regarding updates to scheduling of products within the authority of the Controlled Substances Act, including Peremptory Rulemaking to address changes issued by DEA. Chair the Prescription Monitoring Program Advisory Committee meetings and to oversee the responses to inquiries for data from the program.
