There will be a legislative briefing, visit to the Capitol, discussion on hot topics in dentistry, and more. Join ISDS President Dr. Edward Segal as we show our commitment to care within our state’s capital city.

There is NO CHARGE for Illinois State Dental Society members to attend Capital Conference. All events during the conference are complimentary BUT you must register in ADVANCE to attend.

As Illinois moves into the use of medical marijuana and further defines its response to mass disasters, what is dentistry's role. Dr. Michael Colvard will provide a timely update on UIC College of Dentistry's OMPR lab and Dental Medicine Responder and Technology Office (DMRT).

Medicare Opt-in or Out
Ms. Dionne Haney
As of June 2015, dentists have to either be opted in or opted out of Medicare if you prescribe medications to Medicare patients. Ms. Haney will assist dentists in evaluating whether you should opt in or opt out of Medicare and what is best for your office.

Dave Marsh has served as the Director of Government Relations for the Illinois State Dental Society since 1990. Prior to working for ISDS, Dave was the legislative liaison under former Illinois Governor Jim Thompson for his Economic Development Agency. Prior to this, Mr. Marsh was on the Staff of the Illinois State Senate. He holds a BA and MA from the University of Illinois at Springfield in Legal Studies.

Larry W. Osborne, DMD, was born and raised in Decatur, Illinois, where he currently practices general dentistry. He graduated summa cum laude from Millikin University and is a graduate of Southern Illinois University School of Dental Medicine. Dr. Osborne is past president of the Illinois State Dental Society, past president of DENT-IL-PAC, past chair of the ADA’s Council on Government Affairs, presently serves on the ADPAC Board of Directors, and chairs the ISDS Governmental Affairs Committee. Dr. Osborne is an alumnus of the L.D. Pankey Institute, a fellow in the American College of Dentists, the International College of Dentists, Academy of General Dentistry and several other dental organizations. A former chair of the Richland Community College Board of Trustees, he is currently serving a third, six-year term on the board.

Maxine Feinberg, D.D.S.

Dr. Maxine Feinberg, a Cranford, New Jersey periodontist, was installed as President of the American Dental Association. Dr. Feinberg had served as Fourth District Trustee to the ADA Board of Trustees and was the first women to serve as President of the New Jersey Dental Association. She served as a delegate in both the ADA and New Jersey Dental Association House of Delegates. Dr Feinberg was appointed to the New Jersey State Board of Dentistry where she served for 10 years, one term as President. Dr. Feinberg has served as the Board of Trustee Liaison to the Council on Access, Prevention and Interprofessional Relations, Commission on Dental Accreditation, Council on Dental Benefit Programs. She Chaired the ADA Task Force on Student Debt. She initiated the New Jersey Give Kids A Smile campaign for 2002 and 2003 and was chair of the ADA Council on Members Insurance and Retirement Plans in 2007 and 2008. She was a recipient of NJDA’s Distinguished Service Award and Give Kids A Smile Pioneer Award. Dr. Feinberg is a fellow in the American College of Dentists, the International College of Dentists and the Pierre Fauchard Academy. A graduate of New York University and the New York University College of Dentistry, Dr. Feinberg has maintained a private periodontal practice for the last 27 years in Union County, New Jersey. She resides in Westfield, New Jersey with her husband, John, and has two daughters, Haley 25 and Rebecca 20.

Jane Grover, DDS, MPH

Jane Grover, DDS, MSPH, leads, directs, and manages ADA activities in areas of access to dental care, fluoridation and caries prevention, and seeks opportunities to integrate oral and systemic health. Dr. Grover has served as dental director of the Center for Family Health, a federally qualified health center in Jackson, Michigan. She has been active in organized dentistry as a trustee of the Michigan Dental Association and a member of the ADA’s Strategic Planning Committee. She chaired ADPAC’s Board of Directors and served two years as an ADA vice president.

Michael D. Colvard, DDS, MTS, MS, PhD, FDS RCSEd, is a tenured Professor, Department of Oral Medicine and Diagnostic Sciences, College of Dentistry, University of Illinois at Chicago (UIC).He serves as the Director of the Dental Medicine Responder and Technology (DMRT) Office and the Oral Medicine and Pharmacognosy Research (OMPR) Laboratory. Dr. Colvard is a periodontist and oral medicine specialist with additional appointments in the Department of Periodontics, the Department of Biomedical Health and Information Sciences (BHIS), in the College of Applied Health Sciences, the Emergency Management and Continuity Planning (EMCP) Program of the UIC School of Public Health, and as Science Affiliate of the Field Museum of Natural History. Dr. Colvard received his Doctor of Dental Surgery (DDS) and completed a Periodontics specialty certificate, at Loyola Dental School, Maywood, IL. Dr. Colvard completed an ER/ICU Hospital Clinical Pastoral Education (CPE) at The Alexian Brothers Medical Center. Dr. Colvard completed a Master of Theological Studies (MTS) degree (Medical Anthropology), and a Master of Science (MS) in Oral Sciences (Oral Medicine and Pathology) from UIC. Dr. Colvard's PhD (Medical Anthropology) is from the Graduate Theological Foundation (GTF), Dodge House, Cloverdale College, Mishawaka, Indiana. Dr. Colvard's peer-reviewed and published research is focused dental support to deployed, austere, and global health response. He also conducts medical anthropology, forensics, and biometric spectroscopy research on the impacts of natural products when used for pain, periodontal disease, and oral pathologies. Dr. Colvard is a retired United States Air Force Colonel having served as IMA to the Command Surgeon, Headquarters, Air Reserve Command, Robins AFB.

Ronald Riggins, DDS - Moline

Ronald Riggins, DMD, received his B.A. in biology from the University of Iowa. He received his D.M.D. from Southern Illinois University School of Dental Medicine and has completed a residency in general dentistry. His is a member of the American Dental Association, Illinois State Dental Society, Rock Island District Dental Society, and the Academy of General Dentistry. Dr. Riggins currently serves on the ISDS Board of Trustees and on the ADA Council on Dental Benefit Programs while chairing the subcommittee on CDT Codes. He also serves on several boards that support the community. Dr. Riggins practices all aspects of general dentistry at his offices in Moline and Rock Island.

Dionne Haney

Dionne Haney has been with ISDS for 14 years. In her position, she oversees the ISDS mediation and Clinical Peer Review program and coordinates the members’ only programs endorsed by the Society. Dionne monitors the need for dental care throughout the state, particularly the needs of special population groups such as those in low-income categories and those with special needs. Her responsibilities also include monitoring the insurance and managed care industries and serving as liaison to third party payers, employers and unions. She is the program coordinator for Illinois’ Mission of Mercy programs.
